GOVERNMENT OF THE PUNJAB ENERGY DEPARTMENT
A subsidiary of Energy Department, Government of the Punjab, has been tasked to develop Taunsa & other Hydro Power Projects in the province of Punjab. We are seeking to hire a team of professionals offering highly competitive compensation packages, attractive incentives, and an opportunity to become part of a National leading initiative. We plan to hire for the following positions:
1. Chief Executive Officer (CEO)
Qualification: Bachelor Degree preferably in Civil or Electrical Engineering from a well reputed and recognized University. Those with MBA from Leading Business or Foreign University or FCA may also apply.
Experience: 2 to 3 years in Strategic Leadership as CEO and atleast 12 years’ experience in Project Implementation, tendering. Contract Awards under Government rules and International Donor Agencies , preferably in the Power Sector with understanding of Regulatory Framework including NEPRA, PPIB, PPDB, NTDC and issues of licensing and Tariff. Good knowledge of risk assessment and Corporate Governance with ability to interact directly and independently with Government functionaries will be an added advantage.
2. Chief Operating Officer (COO)
Qualification: Bachelor Degree in Electrical or Mechanical Engineering from recognized University. Experience: (i). At least 10 years’ experience in operation & maintenance of Power Plants, (ii) 7 years of experience in management of power projects during pre-implementation, tendering and award of contracts, (iii) Thorough understanding of various functions within a Company or Government Department, (iv) Experience of working in regulatory issues.
3. Chief Financial Officer (CFO)
Qualification: FCA or ACMA or equivalent qualification and member of a recognized professional body. Experience: (i) 7 years general experience of Power Sector in Accounting, Budgeting, Treasury Management, Development of Business Plans, Contract Administration & ERP Applications with strong analytical report writing & Leadership skills, (ii) Good knowledge of statutory rules and regulations such as SECP, NEPRA, PPIB, PPDB & CPPA will be an added advantage.
4. General Manager HR/Admln
Qualification: Master Degree preferably in Human Resource or Business Administration from a recognized leading Business School or foreign University.
Experience: Candidate should possess at least 10 years’ experience in Developing and Implementing an Organization-wide human resource strategy that aligns with the Organization’s vision and its current and long term Business objects including recruitment, training and organizational development and performance evaluation will take equal employment / affirmative action including health, safety and employee wellness; human resources administration; human resource information systems; and payroll.
5. Company Secretary
Qualification: (a) member of a recognized body of professional accountants; or
(b) member of a recognized body of corporate or chartered secretaries; or
(c) person holding a master degree in business administration or commerce or being a law graduate from a university recognized by the Higher Education Commission with at least eight years relevant experience.
Experience: At least 6 years general experience, prior experience of working in the similar role is preferable.
6^. General Manager Hydel (GM Hydel)
Qualification: BSc Engineering (Civil), MS Engineering in Hydro Power or Project Management will be preferred Experience: At least 15 years general experience of hydel power sector. Thorough understanding of Planning, Designs & Implementation of Hydro Power Projects including testing & commissioning of the plants. Shall have experience of operating Barrages & large canals and associated Irrigation System including Flood Fighting Plans. Shall be aware of Hydraulic Model Testing & other technical investigations, interconnection studies, power purchase agreements and tariff determination mechanism by NEPRA. Shall be fully aware of Public Procurement Rules, International Competitive Bidding Procedures and contract administration of EPC / turnkey contracts. Experience in setting up of Power Plants would be _preferred._
7. General Manager E&M (GM E&M)
Qualification: BSc Engineering (Electrical or Mechanical), MSc Engineering in Electrical / Mechanical will be preferred Experience: At least 15 years general experience of hydel power sector. Thorough understanding of Planning, Designs & Implementation of Hydro Power, Generators, Turbines & associated plants including testing & commissioning. Shall be aware of SCADA, Transmission Lines, Grids and interconnections, power purchase agreements and tariff determination mechanism by NEPRA.
Shall be fully aware of Public Procurement procedures and International Competitive Bidding. Experience _in setting up of Hydal Power Plants & their Operations would be preferred._
8. General Manager Procurement & Contracts (GM P&C)
Qualification: BSc Engineering (Civil or Electrical).
Experience: At least 15 years general experience in preparation of Contract Documents on FIDIC, ADB, World Bank or PEC formats for International Competitive Biddings. Thorough understanding of Planning, Designs & Implementation of Hydro Power Projects including testing & commissioning of the plants. Thorough understanding of various General and Special Conditions of the Contracts in Power Sector. Relevant experience of 10 years in Construction, Contract Administration and Dispute Resolution alongwith handling claims of the EPC Contractors. Shall be fully aware of Procurement Rules, Evaluation of Bids and Award of Contracts.
9. Manager Legal
Qualification: Bachelor’s degree in Law, Masters degree in Law will be preferable
Experience: 10 years general experience including at least 5 years of law practice and minimum of 5 years of
service at the similar post. Shall be fully aware of Laws of the Contracts and Arbitrations, knowledge of _laws dealing with the electricity sector is also desirable._
10. Deputy CFO/ Controller Accounts & Finance
Qualification: Chartered Accountant/CPA /ICMA/CFA/ ACCA.
Experience: At least 6 years of relevant experience. Experience of working within approved plans to meet time bound Goals. Prior experience of working in Power Sector would be highly desirable._
11. Manager Hydal
Qualification: BSc Engineering (Civil), MS Engineering in Civil or Project Management will be preferred Experience: At least 10 years general experience of Planning, Designing and Construction of large hydralic structures on rivers and canals or hydro power projects. Thorough understanding of Planning, Designs & Implementation of Hydro Power Projects including testing & commissioning of the plants. Shall be aware _of Hydrology and Hydraulic Model Testing & other technical investigations._
12. Manager Environment & Social Safeguards
Qualification: Master in Applied Environmental Sciences or Environmental Sciences from a recognized University.
Experience: At least 10 years general experience of preparation or review of EIA, IEE, SSEMP etc., including Social Safeguards. Shall have minimum 5 years relevant experience of Implementation & Monitoring the Environmental Management Plans, EIA, IEE and Mitigations measures under EPA, ADB or World Bank guidelines and policies. Should be aware of Environmental issues associated to the Hydro Power Projects on Barrages and large Canals. Have experience of public disclosure and interaction with affected persons.
13. Manager Electrical Works
Qualification: BSc Engineering Electrical, MSc Engineering in Electrical will be preferred
Experience: At least 10 years general experience of Planning, Designs & Implementation of Hydro Power Generators & associated equipments including testing & commissioning. Shall be aware of SCADA, Transmission Lines, Grids and interconnections or experience in operation of hydel power plants.
14. Manager Hydro Mechanical Works
Qualification: BSc Engineering Mechanical, MSc Engineering in Mechanical will be preferred
Experience: At least 10 years general experience of Planning, Designs & Implementation of Hydro Power Turbines & associated equipment including testing & commissioning. Shall have experience of Designing & Installation of Radial Gates and other Hydro Mechanical equipment or Operation and Maintenance of Hydro Power Projects.
15. Manager Operations
Qualification: BS Engineering (Electrical / Mechanical), MS Engineering (Electrical / Mechanical) will be preferred Experience: At least 10 years general experience in Power Project Management and operations is highly desirable. Should have thorough understanding of Government affairs related to Power Sector.
16. Manager Administration
Qualification: Bachelor’s degree, Masters degree in Business Administration or equivalent will be preferred Experience: At least 6 years of strong experience to develop and work within approved plans to meet time
bound goals. Demonstrated ability to manage, negotiate and coordinate with private and public sector vendors. Prior experience of working in the similar role is preferable.
