HIRING OF CONSULTANTS
Ministry of Commerce intends to hire 2 consultants for assisting in assessment and implementation of 27 Conventions of United Nations that Pakistan is party to. These two Consultants will work under the Supervision of FT-III, Ministry of Commerce. The Terms of Reference (TORs) are given below:
Analysis of national and provincial legal framework with the view to determine missing areas that needs to be covered.
Evaluation of administrative measures taken from time to time by Government of Pakistan to address issues pertaining to 27 Un Conventions.
Assisting the Ministry drafting all documents in relations to these 27 UN Conventions.
To identify and report instances of failures and lapses in implementation of conventions and suitable legal recommendations for necessary rectifying measures.
Any other task assigned by the relevant officer.
Qualification And Work Experience – Legal Expert
Education: A minimum requirement is a Bachelor’s degree in law. An advanced university degree (Master’s degree or equivalent) preferably in law, human rights, environmental law, or labour laws would be an advantage.
Work Experience: A minimum of four years experience in relevant and responsible work in the fields described above combined with ability to work effectively in team as well as on his/her own if need be. Candidates must have the ability to work with and understand sensitive reform processes with national authorities and managing partnerships with national, UN and non-UN organizations. Experience working as a lawyer, assistant prosecutor, judicial clerk or advisor in a rule of law institution or the UN would be an asset. Strong verbal, written and presentation skills in English are essential._
COMMUNICATIONS AND MEDIA EXPERT
Monitor media for instances of measures being adopted by National and Provincial Governments in implementation of conventions and media reports pertaining to implementation of these conventions.
Monitor responses of foriegn government INGOs, local Civil Society Organizations on lapses being reported in local or international media & assisting Ministry of Commerce in developing suitable responses where deemed necessary.
Assist Ministry of Commerce in developing electronic database in the form of a website to highlight landmarks in implementation of the Conventions.
Communications with Civil Society Organizations and facilitating their interactions with TICs at Federal and Provincial levels.
Any other task assigned by the relevant Officer.
Qualification And Work Experience – Communications Expert
A minimum requirement is a Bachelor’s degree in Mass Communications. An advanced university degree (Master’s degree or equivalent) in related fields would be an advantage.
A minimum of four years experience in relevant and responsible work in all media forms and communications combined with ability to work effectively in team as well as on his/her own if need be. Candidates must have the ability to understand effective management of information flows and relationships with National authorities, UN an non-UN organization. Experience working with National, private sector the UN would be an asset Excellent oral and written English as well as media writing skills are essential. Fluency in Urdu is also necessary.
Salary Package is negotiable.
Duration: One year one month probation.
