National Endowment Scholarships for Talent (NEST)

National Endowment Scholarship for Talent (NEST) is a public sector company with a fully functional Board of Directors registered under Section-42 of the Companies Ordinance 1984, working under the auspices of Ministry of Planning, Development & Reform. Main objective of the Company is to run a successful system for disbursement of scholarships to needy-cum-talented students countrywide at various education levels starting from Intermediate to Ph.D and in all disciplines including science, engineering, medical and arts. NEST offers challenging opportunities to well qualified and suitable professionals for the following positions:
s. # Position Qualification / Experience
1 Chief Executive Officer (CEO) MBA/MBE/MPA/Masters in Finance/ or equivalent discipline from a university recognized by the Higher Education Commission; The CEO will be responsible for overall management of the NEST and for its procedures in financial and other matters, subject to the oversight and directions of the Board of Directors of the NEST, in accordance with the ordinance. His/her responsibilities include implementation of strategies and policies as approved by the Board, making appropriate arrangements to ensure that funds and resources are properly safeguarded and are used economically, efficiently and effectively and in accordance with all statutory obligations. A minimum of 15 years experience of working at senior level management with 5 years in leadership role in local/international company/agency / government entity. The person should be highly energetic and highly motivated having excellent leadership qualities and exquisite interpersonal communication, coordination and IT skills to qualify for this position. The person should be well versed with administration, management, supervision, and monitoring of big projects from conception to implementation. Working experience as CEO in nongovernment sector will be preferred. The CEO will report to the Board of Directors of the NEST.
2 Chief Financial Officer (CFO) Masters degree in Finance, Chartered Accountant (CA) / CA Finalist, MBA (Finance), MCOM or equivalent from a university recognized by the Higher Education Commission; The Chief Financial Officer shall be responsible for ensuring giving appropriate advice to the Board on all financial matters, for keeping proper financial records and accounts, and for maintaining an effective system of internal financial control of the NEST. The person should be a member of a recognized body of professional accountants with at least five years relevant experience, in case of Public Sector Companies having total assets of five billion rupees or more, or with at least ten years relevant experience, in case of other Public Sector Companies, working at senior level management including 5 years in independent capacity. Candidate should be well versed with policies, monitoring and controls regarding financial/accounting systems and procedures. Preference will be given to persons having worked with PIFRA and possessing excellent interpersonal communication and IT skills
3 Company Secretary Law Graduate with ACMA or MBA from a university recognized by the Higher Education Commission; The Company Secretary shall be responsible for ensuring that Board procedures are followed, and that all applicable laws, rules and regulations and other relevant statements of best practice are complied with. The person should be well versed with Companies Ordinance 1984, Rules of Corporate Governance for Public Sector Companies and other related company laws / regulations and their legal interpretations thereof. The person is expected to know the contents of the company’s memorandum and articles of association. The person will be responsible to ensure that the Company’s legal responsibilities under the Companies Ordinance 1984 and other statutes and bye-laws are correctly fulfilled and full compliance maintained with the memorandum and articles of the company. The person should be a member of a recognized body of professional accountants; or member of a recognized body of corporate or chartered secretaries; or person holding a master degree in business administration or commerce or being a law graduate from a university recognized by the Higher Education Commission with at least five years relevant experience.
