A Public Sector Islamabad based, autonomous organization dealing with matters pertaining to generation, transmission and distribution of electric power in the country requires the services of suitable candidates on lump sum contract basis, initially for a period of two years, for the following positions for its Islamabad office:_
Consultant (Generation and Transmission) = 1
Minimum Requisite Qualification:  Bachelor’s Degree in Engineering from a reputable university recognized by HEC. Candidates with Master’s degree will be given preference.  Experience: Minimum 20 years’ relevant post qualification experience of a power sector utility or a reputed public or private power sector organization responsible for generation or transmission of electricity will be preferred.    Terms of Reference  For Generation Facilities: Responsible for reviewing and analyzing technology (for generation purpose), costs/prices, efficiency, heat rate, plant characteristics, operations, maintenance cost, useful life, competitive analysis with other facilities and overall tariff, etc. For Transmission Companies: Responsible for conducting analysis on overall planning and design of the network, connection to the national grid, transmission losses, investment analysis, metering issues, evaluation of the capacity of existing lines, forecasting load on the lines in the future, etc. Candidate must be able to conduct overall network analysis and be aware of market structure to ascertain benchmarks, network analysis and be aware of market structure to ascertain benchmarks.
ultant (Distribution/Tariff) = 1
Minimum Requisite Qualification:  Bachelor’s Degree in Engineering or MBA from a reputable university recognized by HEC or Chartered/Cost & Management Accountant. Candidates having a relevant Master’s degree will be given preference. Experience: Minimum 20 years’ relevant post qualification experience of a power sector utility or a reputed public or private power sector organization responsible for distribution of electricity will be preferred.    Terms of Reference  Effective implementation 1 enforcement of Distribution Code especially in the areas of system performance, system reliability, consumer services requirements, safety requirements, emergency plans and load shedding, competition in supply of electric power etc.  Effective implementation / enforcements of distribution Performance Standards with respect to KPIs, quality of voltage, quality of frequency, safety issues, complaints of consumers, system network etc. Candidate must have knowledge of power purchase agreements especially between Generation Licensees & DISCOs and between NTDC and DISCOs. Capable of continuous monitoring of distribution licensees and capable of online monitoring of distribution licensees through SCADA system.  Responsible for performing technical and market analysis of electricity market, its structure and for improving overall efficiency throughout the electricity supply line.

Co    nsultant (Hydro-power) = 1
Minimum Requisite Qualification:  Bachelor’s Degree in Engineering (Electrical/ Mechanical/Civil) from a reputable university recognized by HEC. Candidates with Master’s degree will be given preference.  Experience: Minimum 20 years’ relevant post qualification experience of a reputed public or private power sector organization responsible for generation, transmission or distribution of electricity. Experience in Hydro Power Projects will be preferred.    Candidate must be able to review Feasibility Study and other documents provided at various stages by Hydropower Projects and able to analyze the contractual arrangements, like EPC contracts, O&M contracts etc. Identify issues relating to hydropower plant’s technology, power and energy, geology and geotechnical aspects of hydropower plants, and preparation of initial report on their relevance to overall costs and operation of projects. The report would also cover relevance of contingency costs, operation and maintenance and spare parts requirement.  Candidate must be able to prepare comprehensive and quality reports, to highlight the impact such factors would have during construction and operation of the project and propose solutions in the light of international practices.  Conduct workshops and impart training on important issues of hydropower plants to be mutually identified by the Consultant and other professionals.
Consultant (Operations and Maintenance) = 1
Minimum Requisite Qualification:  Bachelor’s Degree in Engineering from a reputable university recognized by HEC. Candidates having a relevant Master’s degree will be given preference. Experience: Minimum 20 years’ relevant post qualification experience in the relevant field will be preferred.    Terms of Reference  Candidate must be able to manage & control O&M department, having sufficient knowledge of O&M processes relating to Civil, Plumbing, lift, electrical, HVAC, safety & other aspects of multistorey buildings Candidate will be responsible for smooth operation of the building, processing invoices of the vendors, briefing to senior management regarding O&M matters, performing all necessary functions for the successful O&M of the building, all necessary measures for the safety & soundness of the building and coordination with utility departments, planning O&M strategies, conducting training of O&M staff and any other task assigned by the competent Authority.
Consultant (Research and Planning) = 1
Minimum Requisite Qualification:  Bachelor’s Degree in Engineering or MBA from a reputable university recognized by HEC or Chartered/Cost & Management Accountant. Candidates having a relevant Master’s degree will be given preference. Experience: Minimum 20 years’ relevant post qualification experience in the relevant field will be preferred.    Candidate must be able to study the practices of regulatory organizations in the region and rest of the world in the electric power sector; continuous monitoring of changes made world-wide in their regulations to bring efficiency.  Candidate must be able to conduct SWOT analysis of regulatory framework and decisions in the backdrop of success stories of the regulatory frameworks and decisions of the other such entities and to suggest measures for improvement.  Candidate must be able to analyze possible future impact of any proposed initiative through scientific modeling and simulation techniques etc. Candidate will be responsible for modeling of new proposals concerning Tariff, Licensing and Technical departments along with economic analysis of the proposed decisions.  Assist the senior management on all regulatory issues including the development of the organization and capacity building of human resource.  To coordinate and develop relationship with academia and relevant industries in research activities to bring efficiency in the power sector.
