Organizational Context:
More than 31% of the population of Pakistan consists of youth falling in the age bracket of 15-29. This “youth bulge” provides a unique opportunity and resources for Pakistan’s economic and social development provided they are skilled and educated to meet the requirements of the labor market. A large portion (32%) of youth are uneducated with no vocational and life skills, making this segment of society vulnerable to being drawn to violence and extremism. Violent conflict in Pakistan not only has a huge economic toll (the loss to national income is estimated at USD 7 billion per year), it also negatively impacts the pace of growth and development in the country. By investing in skills development and employment opportunities for youth, it will not only help to reduce conflict but also help establish a foundation for long term economic growth and prosperity in Pakistan.

The Youth Employment Project builds on the successful public-private partnership model demonstrated through its predecessor project called the Promoting Employment and Productivity in Garment Industry” (PEPGI. 2013-2014) and Gender Promotion through Skills Development in Garment Factories (2006-12). The project will employ three interconnected outputs to achieve its objective. These relate to skills training, capacity development of a local training provider and policy research/advocacy on issues related to growth of garment industry. The project will in the first phase of the project target youth from the Korangi, Lyari and Sultanabad areas of Karachi.

Functions / Key Results Expected:

Summary of Key Functions:
– Provides support for project planning and result based management.
– Ensure effective monitoring for the achievements of the project results & evaluation of project impact.
– Support Partnership development and ensure adequate database of partners and project beneficiaries.
– Ensure periodical reporting of the progress and documentation of lessons learnt and case studies.

Provide support for Project Planning and Result based Management

Specific Tasks will include the following:
– Provide input in developing the project Annual Work Plans(AWP), focusing project expected outcomes and outputs as defined in the project document;
– Support Project manager in the revision of work plan and any other relevant task assigned by him/her.

Ensure Monitoring of the Project Results and Evaluation of Impact:

Specific Tasks will include the following:
– Ensure effective oversight of the project activities in line with the UNDP policy on monitoring and standard operating procedures, and Result Based Monitoring tools;
– Undertake baseline and impact surveys to measure the programme’s impact on the trainees;
– Support and monitor to ensure project training activities achieve their desired results;
– Ensure capture of issues and lessons; discern what issues have emerged during implementation;
– Collect monitoring evidence that the Outputs are being produced as intended and efficiently;
– Ensure that monitoring evidence reliably informs whether the project Outputs being generated remain relevant to achieving the Outcome;
– Enhance project impact through knowledge sharing and recommendation to partners to adopt international best practices;
– Assist in evaluation missions, preparation of Terms of Reference.

Support Partnership Development and Ensure Creation and Management of Adequate Database of Partners and Project Beneficiaries:

Specific Tasks will include the following:
– Manage effective coordination with the project IPs to ensure that the IPs timely implement the assigned tasks;
– Develop a database to select, monitor and follow up on the trainees during and after the training;
– Develop mentoring relationship with the project staff and implementing partners.

Ensure Periodical Reporting of the Progress and Documentation of Lessons learnt and case studies:

Specific Tasks will include the following:
– Prepare regular reports on activities, outputs and outcomes and extract relevant reports including quarterly progress reports, annual progress reports, project briefs and any other document for reporting;
– Liaison with UNDP Country Office (CO) for all reporting and coordination;
– Identify and document lessons learned and case studies including critical success factors, opportunities for improvement.

Impact of Results:
The key results have an impact on the achievement of the desired objectives of “Youth Employment Project” through establishment of a robust monitoring and evaluation system for effectively tracking the progress on the defined outputs and outcomes of the project.

– Ability apply conceptual models in support of formulation, implementation, monitoring and evaluation of development programmes and projects, mobilize resources- Good knowledge of the Results Management Guide and Toolkit- Strong IT skills- Ability to lead implementation of new systems (business side), and affect staff behavioral/attitudinal change.

– Focuses on impact and result for the client and responds positively to feedback- Consistently approaches work with energy and a positive, constructive attitude- Demonstrates strong oral and written communication skills- Remains calm, in control and good humored even under pressure- Demonstrates openness to change and ability to manage complexities.

Recruitment Qualifications:
– Master’s degree social or management sciences
– At least 1 year of relevant experience in monitoring and evaluation of development projects related to skill development and employment creation.
– Experience of working with international organizations, working with government organizations and web-based management systems for project planning, monitoring and evaluation.
– Experience with the private sector and the concept of public-private partnership preferably with the garment industry.

Language Requirements: Fluency in English and Urdu.

Contract Duration: Till 31st December 2015.
