United Nations Development Programme UNDP Job Peshawar, Social Cohesion And Gender Officer

Organizational Context:
– The Early Recovery Preparedness & Response Project initiated in 2013 and seeks to improve recovery preparedness and response at all levels both internally within the UNDP Country Office, through the Community Restoration Cluster which is led by UNDP and also in support of Government and civil society counterparts.
– In terms of response, the project is currently responding to both the large-scale displacement situation in KP/FATA and the floods emergency. In addition to providing technical assistance to the relevant Government authorities for the recovery assessment and frameworks in both of these situations, the project has also launched a community resilience component in the host communities of Bannu, FR Bannu, Lakki Marwat and DI Khan in order to increase the resilience of both the IDPs and the host communities.
– Under the overall guidance of the Project Manager & National Project Coordinator of the Early Recovery Preparedness & Response Project, the Social Cohesion & Gender Coordinator will be responsible to adopt and institutionalize gender focused monitoring & evaluation system for the project and indicators for input and output monitoring within the purview of the project objectives for timely reporting.

Functions / Key Results Expected

Summary of Key Functions:
– Programme Development on social cohesion and gender issues Capacity Building on social cohesion and gender (UNDP field staff and implementing partners) Gender-based monitoring.

1. Programme Development on social cohesion and gender issues:
– Participate in assessment planning, analysis, and program planning to help ensure that social cohesion and gender is adequately addressed in program design.
– Develop comprehensive social cohesion and gender strategy for the project.
– Assist program staff in gender mainstreaming in on-going program implementation.
– Examine ERPR program implementation and assess possible improvements based on lessons learned, best practices, technical advances, etc. in social cohesion and gender.
– Develop tools/methodologies to enhance gender awareness-raising, mainstreaming and analysis.

2. Capacity Building on social cohesion and gender (UNDP field staff and implementing partners):
– Support social cohesion and gender capacity development processes including identifying capacity-building needs and providing gender training to staff, beneficiaries, key stakeholders and partners, as necessary.
– Provide staff with accurate and up-to-date advice on developments and challenges in project implementation together with any necessary recommendations for action.
– Ensure gender technical resources are available for staff.
– Prepare documentation regarding social cohesion and gender equity ‘best practices’ and ‘lessons learned’
– Collaborate with gender focal points in the Country Office and other projects to support appropriate and effective mainstreaming.

3. Gender-based monitoring:
– Provide advice on strengthening monitoring and evaluation of gender through M&E plans, processes, documentation and data analysis.
– Ensure regular participation in project monitoring processes to ensure women’s needs and priorities are being appropriately addressed by the project.
– Support evaluations and ensure that lessons learnt are being documented to maximize the impact of UNDP’s projects and contribute to future program strategy and direction.
– Any other task assigned by the supervisor.

Impact of Results:
– The key results will have an impact on effective mainstreaming of gender in all program activities through building their capacities and providing knowledge sharing opportunities to the stake holders while ensuring that the project delivers solid results in terms of social cohesion.

Recruitment & Experience Qualifications:
– Master’s Degree in Political Science, Gender studies, public policy, Economics or related social sciences.
– At least 01 year working experience in the field of Social Cohesion and Gender, particularly in complex humanitarian and development situations.
– Knowledge of the complex emergency situation in KP/FATA is an advantage.
– Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point.

Language Requirements:
– Fluency in the English and Urdu required. Knowledge of Pashto would be an asset.

Contract Duration: 6 months.
