Central Power Purchasing Authority, Guarantee Ltd. is a non-profit independent company established under the Companies Ordinance, 1984 and solely responsible for implementing and administering the “Single Buyer Plus” market mechanism (ultimately leading to competitive market operations). The company deals in Electric Power procurement and sales to DISCOs & bulk consumers in accordance with the existing / amended regulatory framework by performing and undertaking function and discharging the responsibilities in accordance with the relevant market rules / guidelines. CPPA is looking for pro-actvie, result-oriented professionals with established credibility and performance record, who can take up the challenging assignments for operationalizing the CPPA. The candidates are required to possess strong leadership qualities, exceptional inter-personal and communication skills and have a high drive for achieving management objectives. All the positions will be reporting to the Chief Executive Officer.

CHIEF FINANCIAL OFFICER

a.    Job Profile

The candidate will be responsible for setting the long term strategy and vision for managing the day-to-day financial operations of CPPA. He shall manage the overall Financial Settlement Process in accordance with the Power Purchase Agreements with Generators and Electricity Supply Agreements with the Distribution Companies and play a role of Financial Advisor to the Top Management, Board of Directors and Government of Pakistan for the electricity sector. He has also to oversee the process of transformation of CCPA functions presently being performed by NTDC to the CPPA Guarantee Ltd. and matters relating to NEPRA and other regulators. He will be further responsible for laying down the financial systems and controls within the organization through implementation of ERP.

b.    Qualifications I Experience and Age

The candidate should be Chartered or Cost and Management Accountant (FCA/FCMA), with a minimum of 10 years post-qualification experience in senior management position of large Commercial and /or Public Sector organizations of repute. Relevant and international experience will be an added benefit. The candidate should demonstrate extensive experience in financial management of power sector, and posses strong knowledge of the power markets, contemporary market models and regulatory affairs. Understanding of modern electricity utilities, their market operation, economic, financial and technical issues would be an added advantage. The candidate should have exposure to international donors, financial institutions, privatization and restructuring. Ideally the candidate should be in te age bracket of 40 to 55 years of age.

COMPANY SECRETARY

a.    Job Profile

The candidate will be responsible for a ensuring the integrity of the governance framework, being responsible for the efficient administration of the company, ensuring compliance with statutory and regulatory requirements and implementing decisions made by the Board of Directors. The Corporate Secretary may be required to assist the CEO implement the decisions of the Board of Directors, serve as advisor to the company Directors, liaise with lawyers, auditors, tax advisors and shareholders on governance issues, attend and record minutes of directors’ and members’ meeting and ensure compliance obligations under relevant laws and the requirements of regulatory authorities are met. The company secretary must ensure that the directors and management operate within an authority framework approved by the board and reviewed and updated from time to time.

b.    Qualifications I Experience and Age

The candidate should possess any one of the qualifications as prescribed by the Securities & Exchange Commission of Pakistan for Company Secretaries with ten years of relevant professional experience. Ideally the candidate should be in the age bracket of 40 years to 50 years.

Salary Package and Tenure

The positions will have a market based remuneration package commensurate with experience and qualification of the candidate. The initial contract shall be for a period of three years extendable on satisfactory performance.
